A general and basic answer to shorting. Control persons cannot trade shares in companies they own like public investors; that's what secondary registered offerings are. Moreover, the number of shares they may sell are limited by Rule 144, and they they can't short because the transactions would usually not fit within the safe harbors for insider trading.
