Depends on what technology you choose. Do you go with high NA stepper/scanners? Phase shift? Trench or stack capacitors? CMP or no? In moving from 0.25 to 0.18, like any generational shift you could spend close to $200m to $1bn. It depends on what your existing technology is and what you want it to be - even then it can sometimes be tricky. Even NEC is having problems with their chip shrink currently - arguably one of the greatest chip makers globally. There are no guarantees.

MU should be making money or break even right now. Their plans are very, very ambitious and it all depends on how their shrinks will proceed and how quickly they can integrate the TXN facilities. Again, there are not that many major players in the industry, but MU is determined to be one of them.
