ENERGY TRUSTS / NAL Oil & Gas Trust Announces 1999 Monthly
Distribution Rate and Receipt of Alberta Royalty Credit

CALGARY, Jan. 13 /CNW/ - NAL Oil & Gas Trust (''NAL'') announces that its
monthly cash distributions will continue at $0.07 per unit for 1999. As a
result of recently completed purchase and sale transactions, NAL's 1999
forecast is for 5,700 BOEPD and distributable income of $1.09 per unit.
Special distributions may be declared, if appropriate, to distribute any
excess distributable income over the monthly cash distributions.

NAL also announces that it has received its 1997 Alberta Royalty Credit
(''ARC''). NAL was notified in mid-1998 that its ARC claim was disallowed,
and should be claimed through NAL Energy Inc. The Manager filed a Notice of
Objection, and was successful in claiming the ARC at the Trust level. The
1997 ARC, which has not yet been distributed to Unitholders, was $864,000,
including interest, which amounts to approximately $O.05 per unit. NAL fully
expects to receive its 1998 ARC claim by mid-1999. The 1998 ARC is
approximately $0.05 per unit.

NAL's 1999 forecast is based on the following assumptions: an average oil
price of $15.00 US per barrel, an exchange rate of 1.490, an average blended
natural gas price of $2.87 Canadian per MCF and average operating costs of
$5.00 per BOE. A $1.00 change to the average oil price would result in an
$0.08 change to distributions; a $0.10 change to natural gas prices would
result in a $0.01 change to distributions; and a $0.01 change to the exchange
rate would result in a $0.01 change to distributions.

PIPELINES / First Nation To Protest TransCanada Pipelines Extension
Near Reserve

CONSTANCE LAKE FIRST NATION, ON /CNW/ - Community members from the
Constance Lake First Nation, an Indian Band located 30 km northwest of Hearst
on the eastern shore of Constance Lake, are set to begin protesting
TransCanada PipeLines' pipeline expansion project near their Reserve.

TransCanada, one of North America's largest pipeline companies and
recently selected for the prestigious TSE 60 stock index, had promised the
impoverished aboriginal community of about 800 residents that job
opportunities and contracting work would be made available to Band members.
According to Chief Raymond Ferris, however, no jobs nor contracts have
materialized for his people, and the company is set to commence work this
week.

In October 1998, TransCanada received preliminary approval from the
National Energy Board to begin work on a 30 km pipeline looping project from
the company's mainline valve, about two km southeast of the Reserve, to the
mainline valve at Hearst. Chief Ferris says that before the NEB approval was
granted, however, TransCanada agreed to consult with the Band about the
effects the pipeline expansion would have on the Band's aboriginal and treaty
rights and the environment. In addition, the company agreed to enter into
good faith negotiations with the Band for jobs and other economic
opportunities. Last fall, TransCanada filed environment assessment material
which did not include Constance Lake, stating it was only a community of 20
when in fact its on-reserve residency is 800 and its membership more than
1300. Chief Ferris says that environmental assessment of impacts on all
communities, including Constance Lake, is a legal requirement for NEB
approval.

Chief Ferris says that his community is angered that TransCanada has gone
back on its word to consult with the Band about the impacts of the project and
has failed to ensure that the people receive real benefits from a project
taking place on their doorstep. Band members have decided to go ahead with
protests at the TransCanada worksite, the Chief adds, and the Band Council is
considering legal action against TransCanada for breach of contract.
