The government applies programs using national means and medians, when there are wide geographic variances in income and expenses. Just as most of the federal education programs go for naught since most benefits of special programs are undone by regular public education. Unfortunately, as one wise man put it, there is nothing more permanent than a temporary or special government program.

The republicans are the experts on wealth redistribution in California. They took the money out of the middle class and handed it to the wealthy, it took 2 decades but they achieved their goal.
