Starr didn't just spend $40 million. He occupied all the media in the USA for a year. Dominated what we all spend our time listening to on the news. Indirectly thus prevented us from learning about what was happening in the world. and frankly frightened americans that their personal lives were not their own, and embarassed americans in the eyes of the world. He spent his $40 million to destroy the american people while spewing some kind of rediculous puritan ethic. That is very different from what was done against a murdering tyrant who would murder more if given the chance.
