15 seconds is a gawdawful long time to wait, especially with your hard-drive gnashing away. I put up my answers in the hope someone else who really understands these things might take notice. I know they're out there.

Did you check how much room you have left on your hard-drive? Have you defragmented recently? If your hard-drive is badly fragmented and fairly full your swap-file will have a hard time working. Also, from your response I'm not sure whether you checked "Temporary Internet Files" which you can access from the Windows folder or from a browser window click on View/Internet Options/General and modify the size or empty it from there.

You might also go to Control Panel/System/Performance/Virtual Memory to make sure it is set to let Windows control its size. Also if you have a second drive in your machine it is a good idea to move your swap-file over there.
