NORTH KOREA NUCLEAR THREATJanuary 9, 1999 The Electronic Telegraph reported today that the U.S. military claims North Korea is building a secret nuclear weapons plant underground at Keumjang-ri in the centre of the country. The report said: "All attempts to inspect the site have been rebuffed. An agreement in 1994, putting North Korea's nuclear programme on hold, appears to be on the point of collapse and the country's media are full of dire warnings that 'the United States will be reduced to ashes'. Japanese officials said that a second test-launch of a long-range ballistic missile, suitable for delivering nuclear warheads, appears to be imminent."
