Furthermore, actually SPENDING an extra $2B in a limited time is a challenge, or to be more accurate, getting $2B worth of new plant out of the investment spent under an accelerated build program is a challenge. The current TCI operations at the system level and division level will experience real pain in trying to sharply ramp-up current rebuild and construction activity. There is no unlimited pool of contractors or material in the industry to go to on relatively short notice, and with so many other MSOs out in front of TCI on their own rebuild activity, a lot of the external resources will be previously committed for some time forward. It's a great problem to have -- a mandate to spend more capital program -- but it can be incredibly frustrating to try to push this chain quickly with senior management offering close scrutiny, and every resource issue, stretching internally or procuring external, feeling like you are pulling teeth. God bless them. Many of the system operation managers will find a new ready availability of rebuild/upgrade dollars to be a sharp shock to their constitutions -- they will need some time to adjust to the idea!
