You see, no matter what state you live in, you can only write
your Congressman. You cannot really influence those of any other state -- unless you have lobbyists working for you


Or unless you organize and join forces with people in other states. Your lobbyists will tell you (and I know quite a few, having done my own time in DC-land) that their job gets a whole lot easier if the cause for which they lobby receives vocal support from a substantial number of constituents.

If lobbyists were the key to influencing legislation, there would be no EPA, and no environmental legislation.

The greatest weakness in the system, of course, is that most people are simply not concerned enough to inform themselves and participate. If they were, the lobbyists would find their lives complicated a good deal, which would be a very good thing.
