Standard & Poor's weekly Outlook publication rates stocks from one star (lowest) to five stars (highest).

Telecommunications superstar Qualcomm is on the five-star list, and it also gets the highest fair value ranking of five. Therefore, it's on an S&P exclusive list.

"Qualcomm is a primary force behind the industry-wide transition to the third generation of wireless technology," S&P says.

Shares have underperformed the market because of concern about international sales, but the company has a strong base overseas and a particularly good position in the United States, S&P says.

Earnings per share will rise from 1998's $1.88 to $2.60 in fiscal 1999, says S&P.
