You are right about this. Another area on which Keyes and Buchanan disagree is immigration where Keyes has shown an inclination to follow the traditional American view that reasonable levels of legal immigrants can be readily accommodated and that our focus should be to reduce illegal immigration. Buchanan wants to reduce legal immigration levels and I think he also spoke of a moratorium. I agree with Keyes on both trade and immigration.
