Open Span Termination System (OSTS) Standard Era Begins With First Open Architecture T1
Access Platform

TUSTIN, Calif.--(BUSINESS WIRE)--Jan. 11, 1999-- PairGain® Technologies, Inc. (Nasdaq: PAIR - news) today introduced a
new T1 access platform, the HiGain® Wideband System 3190 (WBS-3190). The Company's WBS-3190 complies with the
recently announced Open Span Termination System (OSTS) standard. The WBS-3190 is a managed DS3-based T1 access
platform that is backward compatible with existing T1 and HDSL ''3192 mechanics'' cards and is completely interoperable with
any product conforming to the OSTS specification. The OSTS spec was developed by leading T1 vendors PairGain, Teltrend,
Larus Corporation and Telco Systems to give service providers a better, more cost-effective way to deploy competitive T1
services (see also Leading T1 Access Manufacturers Join to Support New Open Systems Standard, January 11, 1999).

The WBS-3190 is the first truly open T1 access platform, enabling service providers to deploy T1 services from a managed
platform that is not proprietary. The WBS-3190 and other OSTS-compliant systems allow any industry-standard 3192 mechanics
card to access a managed DS3-based shelf. This gives service providers critical advantages over proprietary systems by
leveraging compatibility with existing equipment, while at the same time providing an open path to future technological
developments. With the WBS-3190, service providers are no longer forced into using a single vendor's proprietary equipment,
regardless of its price and functionality.

''Service providers have been asking for an open system for deploying T1 services for a long time, and that's exactly what our new
WBS-3190 delivers,'' said Bruce Kimble, PairGain's vice president of T1 Access. ''Now, PairGain customers can get a T1
platform that is both cost effective today, compatible with existing 3192 mechanics, and future-proofed for tomorrow, with its
standards-based, open architecture.'' Kimble continued, ''We feel our customers benefit from competition, and that's why we built
the WBS-3190 as an OSTS system. Unlike other T1 access platforms that are proprietary, deploying the WBS-3190 does not lock
a service provider into buying a single manufacturer's service cards. In addition, building cards for the WBS-3190 doesn't require
partnerships, licensing, payments or even non-disclosure agreements with PairGain.''

The WBS-3190 terminates up to 28 HDSL lines and multiplexes them onto a single DS3 interface. It includes PairGain's 28-slot
HDSL distribution system, one slot for the shelf management unit, plus two M13 multiplexers unit slots, one for active operation
and one for hot standby. Support for T1 delivery via T1 repeaters and optical fiber is also included.

Dual Muxes: For added reliability and performance, the WBS-3190 includes redundant M13 multiplexers. This M13 multiplexer
system provides a managed, high-level DS3 trunk interface at the Central Office (CO). By enabling a direct connection to the DS3
trunk, a WBS-3190 can reduce CO equipment costs up to $4,000 per shelf.

Management: The management unit features SNMP, TL1 and TAO management support. It gives system technicians local and
remote management capabilities, providing configuration management, alarm surveillance, performance monitoring and security
functions. The WBS-3190 greatly reduces operating costs by providing these extensive management functions from remote
locations and by managing multiple units through a single card.

The WBS-3190 is fully NEBS level 3 and GR-1089 Class A2 and A3 compliant in all configurations.
