The "insider transactions" guy on Power Lunch was Craig Columbus of Disclosure, Inc. He made a general statement that one will never really see any insider buying at high tech growth companies because their employees are frequently compensated with options - so it doesn't make sense for them to go out into the open market to buy company stock. He said that what does stand out is that there is very little insider selling in most of these companies. He spoke specifically about Lucent saying that insider sales have been relatively small compared to companies like DELL, CSCO and MSFT (gee, I wonder why he didn't include CPQ? <ggg>) indicating that insiders expect big increases in the stock price.
