Sure. A few traders may lose licenses or even go to jail, but the companies just pay fines and are allowed to plead nolo or make no comment. So as long as the fines are so puny why should they change the common practice? Traders and brokers can be replaced. They are heros while the funny business makes the company money, and they get the big bonuses then. When they get caught, it's scapegoat time.

But hey, folks, pay no attention to the man behind the curtain. And keep buying and selling at the market. You know they have your best interests at heart.
