There was no evidence of that(embezzling) or he would be in jail right now

There was evidence of sloppy accounting, depositing checks into his account and transferring the money to the correct account later. There was no evidence that he was stealing the money, just sloppy. He wasn't jailed because there were reasonable people in the Congress in those days.
