I used to own lake homes in Wisconsin near Minocqua and later near Eagle River(on the chain). I did notice a lot of warden activity around but I never got a ticket. Usually, the money isn't around in the smaller communities to keep a lot of warden activity around. And with all of the boating action going on nowdays with JET SKIIS etc. these guys do tend to be very busy.
