A purchase order would materially change the value of the company and must be disclosed. I believe that what Lev was saying is that they are building inventory, and this inventory will be ready to go almost on a "cash and carry" basis. He is concerned about another episode of disappearing commitments and false promises. Building inventories will satisfy a potential buyer that mass production can be accomplished. I don't believe his comments suggest "sand bagging".
