My understanding, and correct me if I'm wrong, is:
They did submit and get the approval but it took so long ( like everything else in the Canadian medical system ) that they decided to accept the offer from Roswell to do FDA. FDA approvals are usually 30 days - not the many months it takes from Ottawa.
Who cares anyway - FDA is the big carrot.
