i believe that is the opposite of the way things work?? that is, if a whistle is blown inadvertently (ie the play should have been allowed to continue) then the play must be stopped -- even if it was wrong to have blown the whistle and stop the play.

however, if a whistle is never blown the refs can huddle and review the play and decide that the play ended earlier according to the rules (ie player in possession is "tackled").

neither situation is as ideal as having the ref make the correct call on the spot.

no matter what, you're right about the gamblers...
