The legacy players are probably trying to finish
their Y2K fixes. The really big guys should be
basically done in six months and will retarget
budgets to flesh out their ecommerce projects.
The consultants will be on the move also.
The ecommerce sites are new and not subject to
Y2K bugs, but haven't faced real competition
from the majors.

These battles will make next year very interesting.
