Of course the money can be found, but I would guess that finding the money would need a motivated party who wants to find the money. Bureaucrats aren't usually good at that, since they get paid the same whether they do their job well or not. I hope someone connected to CXI is helping to find the money and deliver it to ACWA's door. IOW, the last word hasn't been said yet on this contract. What happened to Balto Harbor?
