But Intel architects have grasped that power consumption goes up as a function of frequency squared, (=> heat), and that manufacturers have only recently been able to cost effectively produce 100Mhz buses to memory ....

So maybe it's not the architects who are limiting clock speeds?

Basically, it is a question of myriad tradeoffs, to produce reasonably cost effective computing power.
