Colonel House (a Texas colonel, a state colonel like the KFC colonel or my mom) was a diplomat, personal representative of TWW and represented him in several missions, including the commission to establish the League of Nations. A secondary figure, but author of an interesting book (What Really Happened in Paris, or something).
Hiss was a relatively minor State Department official and served as secy-general in the conference that established the UN. It is possible that his wife was the spy and he may have been duped by the real agent, and he may merely covering for her. He was doubtless guilty of something heinous (maybe not as bad as oral sex on duty). Even if he was a spy, he was of no importance in establishing the United Nations -- which was the brain child of FDR which he forced on Churchill, Stalin and the rest. FDR admired Woodrow Wilson (and served as Asst Secy of Navy in his government). The League of nations was long Wilson's dream to establish a world of peaceful international relations, strongly influenced by the thoughts of Kant.
