that's a long-distance contract.

maybe WCII is bidding for the local service parts. as i recall, the court battle they won was over whether GSA could limit bidding to LECs who could provide local service in all localities under one bid (essentially freezing out all but the giants). the courts said "no" and now the GSA has to pick the best LEC bid on a market-by-market basis.
