I use etrade. I have been on the phone to them 3 times in the last week. I try to call between 5:30 to 6:00 eastern. I an on hold for 20 to 40 minutes but they do pick up. Once I get them on the phone they have been fairly responsive. The email I have sent have been 2-3 three days to answer when they answered them which was not always. The rep. did not recommend using email for anything important.
