Colin, I am pretty sure we need two graphics cards. I haven't really checked how many graphics cards can Windows 98 support, but I believe it's 2. But the more monitors (graphics cards), the better. Let me know your experience with Windows 98.

I use win98 w/ 2 17"monitors, yes you need a video card for each monitor....you should be able to run 4 monitors w/ little difficulty.

You may also open more than one SE program if you wanted just like you run multiple browsers.
