Ah. I see. You are talking about stock manipulation.

I maintain that the mere act of a short sale does not by itself constitute stock manipulation. It's just a trade. Or an investment (g).

If I open a short position (or buy puts) in a listed stock, I have not committed a crime.

If I issue a press release, falsely claiming that the company is managed by criminals, and that their products are harmful to the public, in the hope of making my position profitable, then, AND ONLY THEN, have I done something wrong.

And you did not answer my previous question: if you, Eddy Blinker, think that "the market" (or a particular stock) is going to decline in price, why should you not invest and profit from your analysis?
