I'm not 100% on this but I think it is because ARCA doesn't change the level 1 quote and if it doesn't get a fill with an ECN then starts to snet pref the mm's at their bid/offer price. Which also doesn't affect the level 1 quote.

Well if it worked that way.. As soon as I figure out how to use the scanner I just got..i will post copies of stuff I find..but here are the details of a trade.

10.36 AM eastern.

order to BUY STAC @ 1 1/16

BTAB inside offer 1 1/16 with 2 1/2 times the number of shares I want.

Iam buying and BTAB is selling. I send trade through ARCA.

I end up inside ASK at 1 1/6 and have to wait until hit by a SELL order from a 3ird party.

Shoot
