Brazil's structure is difficult - but if your thesis was true how is it that Cardosa has managed to change Brazil so much in the past five years - from 1000& inflation and inward-looking to a new country with a new mind-set and a reform-oriented people. There people of Brazil have a new lease on life thanks to the real plan that reduced inflation - they view him as the main reason and they will not let Brazil fail once again in achieving its potential IMO - those governors resisting reform will not be allowed to win and I believe we will see that in the form of increased iunilateral proclamations. Brazil is not Russia, my friend...IMO. JG
