I've not heard of any online broker that didn't have problems from time to time. Web Street went through some growing pains last year, but has been steadily improving over the last six months.

Commissions range from free for 1000 shares or more of a NASDAQ stock trading over $2, to $15 for everything else. This is the online price. Broker transactions where you call and have them place the trade for you are $25.
