whether it's for windows/mac/unix. Then the web server can decide what ad to
send out.


Agreed. It's easy to do. Most banners are not simply images in the html, but are loaded by CGI scripts from remote servers. All of the sophisticated ad companies do this. They also have tracking capabilities that enable them to see what ads tend to be clicked on by what platforms/sites, and automatically cycle the more successful ads to that demographic.
