Don't recall the specific reference to which you are speaking, but yes, this morning was a limit down move. Yesterday afternoon we also had one. 27 points down is a limit move and for the most part then trading stops for 10 minutes on the SPOOs. The rules are a touch different from 2:30 on, but that is not critical for the answer to your question.
