'If Republicans don't rally,'' Schmidt went on,''certainly by the end of the (2000) election cycle 'conservative' will be a dirty word.''

Conservatism has become increasingly associated with a series of negative stances -- against abortion, against gun control, against environmental protections -- and with angry messengers such as two-time presidential candidate Patrick Buchanan and the Christian Coalition's Pat Robertson.

Impeachment showed ''how important and powerful the religious base, the moralistic base'' of the Republican Party has become, said Allan Hoffenblum, a longtime California GOP strategist, who frets that conservatism is increasingly viewed by average voters as ''a philosophy that is rigid, exclusionary and intolerant.''

But Randy Tate, executive director of the Christian Coalition, insisted that religious activists are the ones hewing closest to the true meaning of conservative -- which he defined as ''pro-family'' -- and argued that, if anything, Republicans have hurt themselves by shying away from social issues such as school prayer and abortion.

Like it or not, the New Democrat thing is very real. Most Democrats now describe themselves as fiscally conservative, and they are, compared to 20 years ago, though they are not willing to gut all services for tax cuts.

Fiscaly conservative merely is a preference as to how to finance government spending. As Milton Freedman points out, it doesn't matter how you finance the spending, taxes, borrowing, debasing the currency, any increment in spending is paid for with slower economic growth, and less freedom.

The new Democrats' basic idea is the same as the old Democrats and the "Moderate" Republicans: The solution to every problem is another Federal program.

If the Republicans choose to become the party of slower government growth - Democrat lite so to speak - then their future is indeed dim.

Those of us who share the vision of our founding founders, limited government who's sole roll is to guarantee liberty and freedom, will find a home. If not in the Republican party ( and obviously not in the Democrat party ) then another option will be found.
