Info which has been posted about the conference call indicates that front end equipment purchases will be the same as last year. The one billion reduction is accounted for by the fact that the DEC acquisition is complete, and by reductions in assembly/test equipment and non-fab-equipment spending.

Of course you're right that flat with last year does not constitute an increase, but it's important to remember that Intel's capex didn't drop much, compared to the rest of the industry. The big question is what will the rest of the industry do. Over-generalizing from the plans of a single company can be hazardous to your wealth.
