As I understand it, Teltek and DGIV have 1 million minutes per month that they can sell to who ever wants to call from the U.S to Taiwan. There is a large Chinese/Taiwanese population in the L.A. area, and I suspect that is where they are aiming. Selling minutes to the public in the form of telephone credit cards is already an established concept for domestic calls. This jv agreement will generate revenue for both companies. The hard part was probably to get the minutes in the first place. I think they will be easily sold in the U.S.
