The Democrats wanted nothing to do with censure and pressed foward with a vote on impeachment articles.

Except that in Nixon's case, even the Democrats voted to keep out the frivolous stuff regarding his falsehoods on his tax returns. Something that the Republicans didn't do here. Which is understandable, for frivolous stuff is all that they had.
