Because the firm is not loaning those shares it has or they dont have shares to loan or they are short and are keeping all shares for thier own trading DEPT ..we are seeing this in selective Firms in DBCC..For example you can short AMZN any time the market is goin up but as soon as the market looks weak..they dont let you short because the public..is supposed to lose money and the Firms are supposed to make all the money
