Leap meeting observations.

CDMA will win capacity contest vs GSM/TDMA hands down. Expect to achieve 40x analog capacity soon.

Focus on existing properties: Mexico, Chile, Russia, Australia, US. Future expansion dependent on availability of financing (currently difficult). Long range plan to exit (sell) properties when they become mature.

Mexico. Optimistic. Bought POP's at bargain price ($2.30). Plan to operate in Tijuana, Mexico City, Monterrey and Guadelahara in '99. 12% market share in 3 years.

Chile. Shaky. Performance issues, partner in pre-bankruptcy, lots of competition.

Russia. Cautious. Leap has only 17% interest in operating companies.Strong partner (Tass). Reduced goal is $2M lines in 3 years. Also has share in Orengrove satellite based long distance company.

Australia. Looking for partners and funding. No hurry.

US. Hopeful that small business issues will be resolved favorably. Expect to bid on C block re-auction in March.

Overall impression was a strong presentation by a company that is on track and anticipating their many challenges.
