Our entire Constitution is built around that concept.
The Constitution was built around the concept that no one person or group would be able to take complete control of the government and therefore undermine the fundamental liberties. The rest is a means to that end. Perjury may be important, but it is not the cornerstone of our freedoms. It is only Radical hyperbole.
