If the Clinton administration (& many previous administrations) stopped spending the Social Security surpluses, while referring to them as "budget surpluses", Social Security funds would last a little longer - allowing some more time to try to fix the problem. The Social Security budget should never have been folded into the general budget.

As pointed out by Brinker, references to such "budget surpluses" is a major sham.
