Can you think of any design problem that wouldn't be fixed at some mask level?

Not really. I have heard of individually FIB'bed production parts, but only in the most dire circumstances.

The fact that K6-2 yields well at lower frequencies, indicates to me that the "mask problem" is a speedpath. The reason that the speedpath is a problem is because Intel lowered prices faster than expected.
