I have been stating that the 400mhz is a "process/design" interaction. In
fact quite a while back, I warned about manufacturing margins in AMD IC
process to produce 400 mhz & 450 mhz parts. Looks like this was an issue
that should have been discussed further.

Design and process related, oops, now that makes it sound like it might be two problems.
