Prior to the AOL announcement I was looking into upgrading from 56Kbps to either Bell Atlantic ADSL or the local cable company's high speed connection. Below is a transcript of an email conversation that I had with one of Bell Atlantic's ADSL providers. Note the highlighted portion. If the AOL-Bell Atlantic upgrade is going to be only $20 a month then it is extremely unlikely to be a guaranteed DSL service. Note the use of "best effort service"

The answer to a-d is simple, The ADSL service through Bell is a "best effort service", meaning that there are no guarantees on uptime or bandwidth. We do offer a guaranteed DSL service through Covad, but of course it is going to be more expensive. You would have to purchase the modem, we do not lease or rent them. For a explanation on the install fees you can reference our web site at(http://www.cais.com/cais/prod_adsl_services.htm). It may be a bit quicker to answer your specific questions over the phone if you would like to discuss it further.
