William, I think calling for $25 by the end of the year (assuming they are in production) is much more reasonable than $30 as soon as some news is announced.

While I wouldn't discount the possibility that the stock could reach $30 if a contract is announced, I could also easily see it falling back into single digits should they go a few quarters into production without earning a profit (which I think is quite possible, if not probable).

If Fred was really thinking about what is best for long-term investors (presuming long-term investors want to see a nice, steady price rise instead of a big spike followed by a big retrenchment) he might consider it would be best to keep expectations at a level that can be fulfilled.
