You may be quite right that manipulating gold is a sign of desperation. However, since the Fed knows they can't print gold byt they could nationalize, the gold mines.

Those folks holding gold equities which have their producing mines in politically unstable countries could see their assets confiscated and nationalized with the stroke of a pen.

I certainly see this being somewhat likely in emerging growth countries scrambling to find something to back their currency with. So for them gold and silver mines will be ideal targets for state ownership.
