You are saying that he "delegated many important tasks to competent deputies" including the most important task (as lead prosecutor) of KNOWING the most important witness! This so called "delegation" strikes me as avoidance or maybe he was too busy at the time working with his tobacco company clients...at any rate these actions are not impressive, not thorough, not competent.

Starr did, on the other hand, go to great lengths to organize the secret tape recording of Lewinsky without her knowledge in a most manipulative and underhanded fashion. Perhaps actions like these can be construed as part of a job being conducted thoroughly and competently, but they're ugly and absurd. History will not look kindly on Starr for these actions.

It boggles my mind that people like you are blind to these things.
