30% institution ownership is quite small. PROG is not part of any index, thus index funds will not buy. The institutions are probably (I do not have a list) smaller funds ot specialized funds. If any one has the list of the largest holders (Heartland Advisors is one, but I know nothing about them), it would be nice if posted.

The rule is how much value an investment is to the total value the fund has to invest. This is for mutual funds only. Not hedge funds, companies (i.e. like Berkshire or others)and or investment partnerships.
