Here are a couple of observations:

First consider the long term environmental impact of millions of cobalt based batteries disposal on the environment.

Second, the existing Li-ion canisters use cobalt, for the most part. When we had our long phone conversation several months ago, you remarked that it should be more difficult to manufacture a manganese based version than a cobalt based version. Yet we know that apparently Valence and Ultralife have both chosen the more difficult route. Why? TNB(TDI/HEV) is the odd man out so far.

Ultralife uses manganese in their ten year life 9v Lithium primary batteries, and apparently does so for a reason. Again, why?

My guess is that the manganese versions, modified by some types of additives, is more suitable for longer life batteries and for rechargeable batteries. Without access to specific lab performance data on the impact of the various additives, it is probably impossible to know which additive formulation is superior. I don't have that access to that data, so I need to draw my conclusions based on the actions of the experts who do. When several technical leaders seem to be converging on the same solution, I suspect the odd man out is wrong.

Third, look at the thermal stability of the manganese versions versus the cobalt versions.

My hunch is that TNB is a generation behind on the technology development curve. To contrast with Darkgreen's opinion, not all Bellcore licensees were created equal, some had access to technology not covered in the Bellcore patents.

Cobalt is considerably more expensive than manganese. I beleive it's performance is inferior, and I've heard that it is environmentally suspect, at least in Europe, although I have not ben able to verify this. Re: Vanadium isn't it mentioned in some of Valences' patents?
