We have to realize our limitations... our beautiful scientific models can only take us so far. Eventually we need experimental data to support and focus our theories. Without access to the experimental data, we can't predict some important characteristics of battery performance. In this case, if we have access to experimenters who do have access to that data, then we can seek to understand their conclusions and actions.

Here is an article discussing the use of Manganese in current versions of Li-ion batteries. I'll clip a relevant comment:

Roy Sueda, technical applications engineer at NEC Moli Energy, said the manganese-based lith- ium cells are significantly more tolerant of overcharge abuse and offer better thermal stability at higher temperatures than cobalt technology.

These properties eliminate the need for sophisticated bat-tery-pack control cir- cuitry to protect the cell against overcharge, Sueda said.
