Michelle is right.

It was quite a while back and I don't remember who brought it up; but I think someone said that the verbiage around "health of the mother" is so vague that it can include she might be depressed. Which would authorize a party girl to get an abortion so she doesn't miss out on weekend fun. The concern then, is that the term "health of the mother" isn't specific and opens the door to any excuse imaginable so it is pointless to use it as a measure.
